摘　　要：提出了区域电力市场下区域调频责任偏差的概念及其交易机制。作为电力市场中的辅助服务产品,区域调频责任偏差为调频能力较强的区域提供了获得合理利润的交易方式。通过市场手段,区域调频责任偏差可促进和引导各区完成自身的频率控制责任,从而激励区域改善原有机组的技术条件和备用容量水平,为解决系统高峰低频和低谷高频、区域博弈行为及推进评价标准的实施提供了行之有效的途径。理论分析和算例表明,该交易机制符合互联电网的运行特点,且能够体现市场机制对频率调节的促进作用。In this paper the concept of area frequency control responsibility error for regional electricity market and corresponding transaction mechanism are proposed. As one of auxiliary products for electricity market, the area frequency control responsibility error offers a transaction mode for the regions possessing stronger frequency control ability to gain reasonable profit. By means of market manner, the area frequency control responsibility error can promote and lead power system regions to perform frequency control responsibility of their own, so the regions are incited to improve original technical conditions of generation units and reserve capacity level. Thus, it provides an effective technical way to resolve peak-to-valley frequency deviation and area game behavior as well as to promote the implementation of evaluation standards. Theoretical analysis and calculation examples show that the proposed transaction mechanism conforms to the operation characteristics of interconnected power grid, and can incarnate the promoter action of market mechanism to frequency control.
