京城非法“一日游”整治措施探讨

摘　　要：一座旅游城市代表性的"一日游"是这座旅游城市最重要的形象.北京"一日游"始于20世纪改革开放之后,但目前"一日游"几乎成了人们贬低北京旅游业的同义语.本文首先分析了非法"一日游"的发展阶段、特点、"比较优势";然后分析了市旅游局等部门对非法"一日游"的整治历史及非法"一日游"始终得不到彻底根治的原因;最后从法律法规、行政、宣传、经济、技术管理几个方面,分别政府部门、旅游行政主管部门、行业协会、旅游企业的角度,提出了非法"一日游"综合治理措施.A representative day-tripping in a tourism city is its most important images. Day-tripping in Beijing started at 20th century of Chinese reform and open to other countries,but it has become synonyms for tourists of Beijing to decry Beijing s tourism industries. At first,this paper analyzes developing phases,characteristics of illegal day-tripping in Beijing city; secondly,it analyzes history for tourism bureau and other departments of Beijing city to punish illegal day-tripping; thirdly,it analyzes the complex reasons why illegal day-tripping is so difficulty to be eliminated. At last based on legal, administrative, propagandistic, economic and technical aspects, this paper gives out some integrated advises for government departments, tourism administrative department, guild and tourism enterprises to eliminate illegal daytripping.
