摘　　要：作为美国历史上任职时间最长的国务卿,赫尔对美国外交政策的制定,尤其是对关税贸易政策的制定有着重大影响。赫尔一直力主削减关税,但他关注的视角不断改变。在国际关税实践上,赫尔经历了多边国际机制和双边互惠贸易两个阶段。总的来说,赫尔的关税思想来源于美国现实,服务于美国利益;在具有进步性的同时,也难逃时代的羁绊。Best-known as the longest- serving Secretary of State, Cordell Hull was one of the most important statesmen in the history of American foreign policy, especially in the history of American tariff and trade policies. He strove to enlarge foreign trade and lower tariffs in his life time for different intentions. He carried out bilateral reciprocal trade agreements and multilateral methods to achieve his goals. In general, the tariff philosophy of Cordell Hull was a reflection of the American experience, emerging as a global power.
