摘　　要：突如其来的全球金融危机暴露出了中国经济长期自身存在的诸多结构性和体制性问题。在中国积极应对此次危机的过程中,经济增速的快速下滑并不是我们面临的全部问题,而如何在保持经济平稳运行的基础上实现经济增长方式的转变以及推进民生事业的发展才是此轮危机应对的应有之意。本文通过深入剖析中国所面临危机的根源及可能采用的政策空间体系,在区分危机应对三个阶段的基础上,提出了危机应对策略与应对阶段相契合的科学发展理念,力图理清中国当前宏观政策调控的基本思路,并对下一阶段的政策安排提供一些前瞻性的思考。The sudden global financial crisis has exposed many Chinas own long-term economic structural and institutional issues. In the process of Chinas response to this crisis,the rapid decline in economic growth is not all the problems we face,how to change in the pattern of economic growth and to promote the development of peoples livelihood based on keeping the economy running smoothly is the proper meaning of the current round of crisis response. In this paper,we firstly analyze the root causes of the crisis and the possible use of policy space system;secondly we distinguish the three stages of crisis response,and then propose the scientific development concept of crisis response strategy and response to fit the stage,in order to straighten out the basic ideas of Chinas current macro-economic control,and lastly we provide some forward-looking thinking on the next stage of policy arrangements.
