摘 要:为有效提高输电线路防雷性能评估水平与治理能力,根据输电线路走廊雷电活动、地形地貌、线路结构和绝缘配置、防雷计算方法、防雷措施等差异性,提出了一种输电线路差异化防雷性能评估方法和治理策略。该方法基于雷电定位系统长期监测数据,统计分析输电线路全线走廊雷电分布规律,结合线路特征参数等,选择合适的防雷计算分析方法,逐基杆塔进行防雷性能评估,确定各级杆塔防雷安全等级及其决定因素;依据现有防雷措施技术特点,采取针对性防护措施配置,制定多套具有不同特点防雷改造方案,并进行技术经济性评价,依据改造目标和管理要求,确定出最佳改造方案,明确给出投入与预期效果的定量关系,最终形成输电线路防雷治理策略。该方法对设计部门实施输电线路差异化防雷设计、运行管理部门有针对性实施防雷治理以及提高输电线路防雷安全运行水平有重大意义。In order to improve the evaluation and rebuilding levels of lightning protection for transmission lines, we proposed a differentiation technology and strategy by analyzing the differences of lightning activities, terrains and topographic features, line's structures and insulation configurations, analysis methods, and lightning protection measures of transmission lines. This technology and strategy are presented in detail with two relevant examples. Firstly, the lightning distribution and parameters along the line are obtained based on the long-term lightning data detected by the lightning location system. Secondly, combined with the line's parameters, the l!ghtning protection performance and security level of each tower are evaluated with the right analysis method. And the grade as well as its determination factors of each tower is obtained. Thirdly, the rebuilding principle is proposed, and the applicable protection measures are chosen considering their different characteristics. Moreover, several rebuilding schemes are established, and the technology-economy rate of each scheme is estimated. Finally, the optimal scheme is determined according to the rebuilding objective and managing demand of the line. And the relationship between the cost and expected effects of the rebuilding project is definitely given. The differentiation technology and strategy would provide a technical support for the differentiation design and rebuilding of lightning protection for transmission lines and also for realizing the meticulous lightning protection in the management of transmission lines.
