摘　　要：在过去的10年当中,产业集群提升一直为广大政策制定者和研究者所青睐。一些产业集群政策所取得的成效并非如预期所愿。新西兰政府在全国大范围多产业的推行产业集群政策,其结果也是差强人意。新西兰集群发展政策具有四大特点。而且就新西兰集群政策的经验教训给出建议。In the past decade, cluster promotion has been advocated by the policy makers and researchers. However, the performance of cluster policy is much behind the expectation of such people. A cluster promotion policy is conducted by New Zealand government with all round of the country and muhi-industries. Some limitations of this policy are presented. 4 attributes of New Zealand cluster policies are briefed. Besides, some implications are concluded on the basis of New Zealand experience.
