摘　　要：对我国农业剩余劳动力进行了重新估算和比较分析;结合经济周期波动,剖析了大量农业劳动力剩余与"民工荒"现象并存的深层原因。结果表明"民工荒"主要是劳动力市场运作的制度障碍所造成的,并非劳动力真正不足。因此,需要清除劳动力转移的制度性障碍、统筹城乡社会保障制度、加强劳动力市场制度建设、建立教育和培训体系。This paper Re-estimates and analyse the surplus of rural surplus labour force in our country;and analyze the inherent cause of the phenomenon that there are the shortage of rural labour force and the large number rural surplus labour force at the same time .And then ,we can make a conclusion that it is the hindrance in shift system but not the supply of the rural labour force gives rise to ＂the shortage of rural labour force＂ . So we should eliminate the system hindrance; unify the urban and the rural social security ; strengthen the system building ; and build the education and training system.
