摘　　要：国民健康已经成为我国国家战略组成部分,然而医疗卫生服务中存在的问题仍然是影响国民享有健康的重要阻碍。医疗卫生服务的特点是信息密集和信息交换,信息的互联互通不能离开信息技术,信息技术不断演进让各种卫生业务能力尤其是以区域级信息共事、业务协同为核心的卫生服务能力不断提升,最终提升我国的综合实力。我国的区域卫生信息化建设处于全球范围行业发展的大环境中,借鉴其他国家的经验可以帮助我们避免重复错误,避免人财物的浪费,站在别人成功经验基础上取得更大的成功。但我国的卫生系统有自身的特点,卫生信息化建设也有自己的发展规律,盲目照搬国外案例肯定"水土不服"。我国卫生信息化行业兼具大政府、大市场的特征,政府应承担宏观规划的责任,基础性研究的支持工作,关注农村和城镇基层卫生机构的信息化建设和需要大量协调工作的公共卫生信息化建设。The national fitness has been a part of strategies for our nation, but the existing problems in medical health service still severely baffles the national fitness. The information density and information exchange is the characteristic of medical health service; besides, the mutual link and communication of information could not leave the information technology, and the evolution of information technology constantly improves various health business abilities, especially the health service ability taking the regional information sharing and business cooperation as the core, so as to elevate our nation＇ s comprehensive strength. Because our regional health information construction is under the environment of industry development in globe, using the experience of other counties for reference can help us avoid repeated mistakes and waste of human resource and property, so as to obtain greater success based on other＇ s successful experience. However, our health system has its own characteristics, and the health information construction also bears own development rule, so undoubtedly, it is not suitable to blindly copy the overseas cases. Our health information industry has the characteristics of large government and large market, therefore, the government should undertake the responsibility of macro plan and the support work for basic research, and focus on the information construction of the health institution at grass-roots level in rural and urban region, as well as the public health information construction needing mountains of coordinate work.
