论一体化管理的国土整治规划思想——以重庆市璧山县大路镇国土整治规划为例

摘　　要：为科学编制镇级国土整治规划提供理论依据,为同类研究提供参考,进行了文献研究、理论研究和实证研究。得出研究结果:一体化管理的国土整治规划思想是指对特定区域的国土资源开发利用、治理保护行动,在一定的规划期间内,为达到一体化管理目标,以统一尺度的国土资源现状平台,整合各相关规划,形成联动的管理机制和体系的规划理念;统一的基础平台、协调一致的规划和统一互动的管理是三个基本特征;辩证关系表现为统一的基础平台是基础,协调一致的规划是前提,统一互动的管理是核心。一体化管理的国土整治规划思想是指导镇级国土整治行动及规划编制行之有效的思想。The purpose of the paper was to provide planning, and to take reference for studies similar theoretical basis for draw up scientifically territorial control to it. Methods of documentation, theoretical study and case study were employed. The results showed that： the connotation of management integration thought in territorial control planning in territorial control planning was, in specially appointed area and planning time, for the aim of management integration, to use unite scale current situation platform and integrate other pertinent planning, the Idea of gear administration mechanism and the system plan; the essential characteristics of the thought were unified basis platform, fitting plan and unite interactive administration; the discriminate relation of the thought was that the base was unified basis platform, the premise was fitting plan and the core was unite interactive administration. Thought of management integration in territorial control planning is an important ideology to direct territorial control and planning in town scale.
