海峡两岸旅游合作动力机制研究

摘　　要：海峡两岸旅游合作是区域旅游合作的一种特殊类型,其发展可分为起步期、磨合期、发展期等3个阶段,海峡两岸旅游合作动力机制包括自动力机制与他动力机制,他们共同推动海峡两岸旅游合作发展,动力机制所激发的旅游合作主体即政府、企业、民间组织的利益关注点的不同,将使不同的旅游合作主体主导旅游合作。目前,两岸旅游合作应逐步从"政府主导"向"市场主导,政府引导"转变,做到政府归位、企业到位、民间组织补位,从而实现海峡两岸旅游合作发展的可持续性。Tourism cooperation across Taiwan Strait is a special type of regional tourism cooperation, its development can be divided into three stages ： start - up stage, break - in stage, evolution stage. The dynamic mechanism of tourism coopera- tion across Taiwan Strait includes auto - power mechanism and non - auto dynamic mechanism, both of them can promote the tourism cooperation and development across Taiwan Strait. The interest concern of tourism cooperation of the main body inspired by dynamic mechanism, namely government, enterprise and non - governmental organizations may make different tourism co- operation of the main body dominate the tourism cooperation. At present, the tourism cooperation across Taiwan Strait should gradually transform ＂government -oriented＂ into ＂market -driven and government -led＂. In order to achieve the sustainable development of tourism cooperation across Taiwan Strait, the government should play a major role and a secondary role in home, and enterprises and non -governmental organizations.
