摘  要:目的了解疾病预防控制机构卫生应急人力资源现状,为疾病预防控制机构人力资源的合理配置提供科学依据和政策建议。方法通过调查表收集湖北省疾病预防控制机构卫生应急人员个人资料,采用描述性流行病学方法对人力资源现状进行分析。结果湖北省疾病预防控制机构现有应急人员2729人,其中技术人员占80.73%,管理人员占19.27%;年龄构成呈纺锤型,以35~44岁年龄组为主,占38.77%(1058/2729);学历以大专和中专为主,合计占75.71%(2066/2729);职称以中级为主,占49.54%(1352/2729);来自于预防医学专业的人员最多,占48.11%(1313/2729);不同疾病预防控制机构之间人员素质得分不均衡,省、市、县得分分别为:8.48分,7.67分,5.89分,省级人员平均素质得分是市级的1.11倍,县/区级的1.44倍。结论调整和完善疾病预防控制机构卫生应急人力资源配置,应加强政府职能、加大公共卫生投入,健全继续教育和应急培训机制,建立人力资源建设与发展的长效机制。Objective To investigate the current status of public health emergency human resources, in centers for disease control and prevention (CDCs) , and to provide evidence and suggestions for rational health emergency manpower allocation. Methods The personnel data were collected by questionnaire, and the current status of human resources was analyzed by descriptive epidemiology. Results Among 2 729 staff, 2 203 ( 80. 95% ) were professional personnel, and 526 ( 19. 05% ) administrative personnel. The age structure showed a fusiform shape. Most of the staff belonged to 35-44 age group, with a proportion of 38. 77% (n = 1 058). Academic qualifications of the majority of the staff (n = 2 066, 75.71% ) were junior college and technical secondary school. There were 1 352 (49.54%) people with middle-level professional title. Preventive medicine personnel accounted for 48. 11% ( n = 1 313 ) of the total staff. Average quality scores varied among different CDCs. The average score of provincial CDC personnels (mean score = 8.48) was 1.11 times that of municipal CDC personnels( mean score = 7.67) ,and 1.44 times that of county CDC personnel( mean score = 5.89 ). Conclusion Allocation of human resources of CDCs should be reformed; governmental functions should be strengthened; public health investment should be expanded; further education and training of public heahh emergency response staff should be adopted ; long-term model of human resources should be developed.
