摘　　要：探讨了内部控制理论和寻租防范理论对建设采购监督机制具有重要的启示与指导作用，介绍了深圳大学几年来依据该理论构建设备自行采购与特殊采购监督机制的做法，以及实施后所取得的良好成效。This paper discusses the important revelation and guiding role of the theory of internal control and rent-seeking to build procurement oversight mechanisms, and introduces the building and the effectiveness of equipment and special procurement oversight mechanisms in Shenzhen University.
