基于网络分析法(ANP)的小型农田水利工程治理绩效评价研究

摘　　要：小型农田水利工程是中国农业生产的重要基础设施之一。由于工程状态各异,使用者不一,产权归属不同,因此无法用单纯的感官来判断和衡量具体的治理效果。本研究通过仔细、全面地甄别和选择,设计了小型农田水利绩效评价指标体系,选择加权求和的多指标综合评价模型,运用ANP(网络分析法)进行指标权重确定,采用社会化评价主体进行治理绩效评价,并利用所构建的指标体系和评价方法对W村小型农田水利工程进行了实证分析。结果表明,产权改革能够在很大程度上提高工程治理绩效,尤其是提高效率,但由于水价等一些因素,工程的治理不稳定,前景不容乐观。总之,工程的治理是一个系统的、全面的行为,为了提高治理绩效,必须完善一些相关制度,提高社区社会资本,创造利于工程管理的环境。The little-scale irrigation works is one of the most important infrastructures of agricultural production in China. Following the social vicissitude, the frame and managenent mode of the small-scale irrigation works are different. Some of them are controlled by private, and some projects have been handed to peasantry individual or ally, local water user associations by the property reform in some regions in our country. However, the rest of them have been operated by village collective. It＇ s difficult to judge the efficiency of governance. In order to obtain the management information and actual effect of governance, the article designed the evaluation index system of governance performance for little-scale irrigation works, selected weighting multi-index synthetic evaluation model, ascertained the weight of indicator using ANP（ analytic network process） , and evaluated the governance performance of little-scale irrigation works taking advantage of social evalu- ators. The empirical analysis of the small-scale irrigation works in W village was given at the end of this paper using the above evaluation index system and method constructed. As a result, the property reform could increase the performance of the works obviously, especially the efficiency. But because of some reasons, such as the price of water and so on, the works meet some difficulties, and the foreground was not good. The governance of the small-scale inrigation works is a systemic and full-scale action. In order to improve the performance, we must consummate corresponding system, increase community social capital, and creat some conditions favoring irrigation works management.
