摘　　要：本文系统论述了云南省潞西市竹产业发展的背景和意义、总体目标、建设规模、发展布局、保障措施等。提出了通过建设"3311工程",把竹产业建成潞西市绿色经济新的增长点,把潞西市建成"中国生态竹乡"的总体思路:3种竹林体系,3大骨干产品,1个种苗基地,1个特色品牌。探讨了竹产业发展中存在的若干问题。This paper expounds the background and significance of bamboo industry development in Luxi, Yunnan Province, and the overall objectives, development scale,development layout and guarantee measures for Overall Plan of Bamboo Industry presented, which is named as ＂3311 Preject＂.In the plan proposes the overall thought that bamboo industry should be developed as a new growth point for green economy to construct Luxi as the Ecological Bamboo Home of China, which consists of three systems of bamboo forests, three kinds of key products, one seedling base, one brand with specialty （the world bamboo garden）. The paper also discusses some problems in the bamboo industry development in Luxi.
