摘　　要：明晰的法治边界是依法行政得以有效实行的重要前提之一,这来源于法制的演替和城乡规划学科的发展。结合我国城乡规划法制的发展和规划内涵的转变,指出未来城乡规划法治的关键在于"明晰公共政策范畴的影响、确保行政权力的规范执行、有效的城乡空间范围界定",三者共同构成了城乡规划的"法治边界"。由此结合规划基本法演替的分析与比较,分析公共政策边界、行政权力边界和城乡空间边界的演进。With the evolution and development of urban rural planning subject, clear legal edge is the premise of effective administration. As the legal aspects changes, the key of legal urban rural planning is public policy attribute, administration implementation, and urban rural spatial border. The three parts composes the legal edge. The paper proceeds on the analysis of urban planning law, administrative power border, urban rural space border, and gives suggestions to integration of legal urban planning.
