摘　　要：本文研究了全球化学品统一分类和标签制度(GHS)在日本、欧盟、美国和加拿大的实施情况,总结分析了这些发达国家在实施GHS过程中采取的做法。结合发达国家实施GHS的做法,为我国实施GHS提出建议:建立GHS各部门协调委员会;进行我国现有制度与GHS的差距分析,评估相关法规范围内实施GHS的可行性;编写实施GHS的指南文件;合理利用"积木式做法";编制GHS统一分类目录。This article studied the implementation of The Globally Harmonized System of Classification and Labelling of Chemical （GHS） in Japan, European Union, USA and Canada, analysed and summarized the practice that these developed counties have done in the implementation of GHS. With the action of implementation GHS in developing countries, we can learn from their experience to implementation of GHS in our country：Establishment of the inter-ministerial committee; Gap analysis between the GHS and current Chinese laws, and evaluating the viable of GHS implementation ; Development of the GHS guidance document; Make use of the ＂Building block approach＂ in reason; Development of the harmonized classification list of GHS.
