摘　　要：站在新的历史起点上加强和改进党的建设关键是不断研究新情况,解决新问题,创建新机制,增长新本领,全面加强和改进党的建设,使党的执政方略更加完善、执政体制更加健全、执政方式更加科学、执政基础更加巩固。To strengthen and improve the construction of the party starting from a new historical point is key to con-tinuously study the new situation, solve new problems, create a new mechanism, and develop new abilities, thereby making the strategic planning of the ruling party and the system more perfect, making the ruling ways more scientific, and making the ruling foundation more consolidated.
