浅析中国市与县层级管理体制中的利弊

摘　　要：中国的一种主导性的行政管理制度是"市管县"体制。但随着市与县经济差距的缩小,加上"市管县"体制缺乏系统配套的城市发展机制和人口政策的平台,该体制下的市县矛盾暴露诸多弊端。拟以此为基础结合现阶段"市管县"体制所遇到的问题,提出改革的构想,实行省直管县策略,并对其进行了理论与实践方面的可行性分析。The typical management system in China is so -called ＂Shi guan xian System＂ . With the decreasing gap in the economic growth between the county and the city and other factors faced by the system , the problem under aroused under the current system has become one of the most outstanding problems . The paper analyze those problems emerged from the current ＂Shi guan Xian System＂, and it put forward some suggestions to reform the system and to take the ＂Sheng guan xian System＂ in place of the ＂Shi guan xian System ＂.
