摘　　要：本文就当前社会体制下政府、媒体和公众三者的辩证关系出发,通过对媒介的三种重新分类,以对农民工问题的关注作为分析对象,得出议程设置的三种不同模式,力图就议程设置中的主客体身份问题做一个理论上的创新。This article,based on the dialectical relationship among the government, media and public in the social system, makes new division on another way, analyzes the problem of the farm-workers＇ living condition, from which we summarizes three models on how to set agenda and we hope that we can make creation on the ID of the host-guest in agenda setting.
