摘　　要：高新技术产业作为一种战略产业,是未来经济增长和社会进步的主要推动力量.企业是技术创新的主体,高新技术企业技术创新能力是以面向市场为前提,并以网络获取市场信息、技术信息为手段,研发或引进新产品、新工艺,进而将其转化为商品并获取较大的经济增长的能力.作为《辽宁省高新技术企业技术创新能力评价》的阶段性研究成果,在对辽宁省高新技术企业技术创新能力评价指标体系进行结构分析的基础上,展开体系架构的研究,是为辽宁省高新技术企业技术创新能力评价工作的基础研究.As one kind of strategic industry,the high-tech industry is the main impelling force to economy growth and the social progress in the future.Enterprise is the main body of technological innovation,the technological innovation ability of the high-tech enterprise take faces the market as a premise,and gains the market and technical informations through the network as a method.It develops or introduces the new product,the new craft,then transforms it for the commodity and gains the ability of economic growth.As gradual achievement of ＂the appraisal of high-tech enterprise technological innovation ability in Liaoning Province＂,and on the basis of making the structure analysis to the evaluating indicator system of the high-tech enterprise technological innovation ability in Liaoning Province,we investigate the system construction,which is the basic research for the high-tech enterprise technological innovation ability evaluation exercise in Liaoning Province.
