摘　　要：文章针对上海市多年来各类保障性住房建设的称谓、内涵和配套等存在的问题,提出符合上海长期发展战略和城市总体规划要求的具体建议。As to the existing problems relating to the title, connotation and completion of all kinds of welfare-oriented housing construction in Shanghai these years, the author makes a concrete suggestion which accords with the long-term development strategy and urban master planning for Shanghai.
