统筹城乡发展的农村人力资源开发对策研究

摘　　要：文章指出了统筹城乡农村人力资源开发的意义,明确了统筹城乡农村人力资源开发阻碍因素,针对加快建立城乡统一的人力资源市场,推动统筹发展,坚持以城带乡,改善农村人力资本,提高农民素质,解决农村剩余劳动力转移,提出了统筹城乡发展的农村人力资源开发对策。The paper puts forward the meanings of making an overall development of rural and urban human resources,makes clear the obstacles of making an overall development of rural and urban human resources.Constructing the general market of human resources in rural and urban areas to promote the overall development.Adhering to the principles of promoting the rural development under the help of urban development,improving rural human resources and solving the problems of moving away rural surplus work force.The paper puts forward the counter - measures of making an overall development of rural and urban-human resources in rural and urban areas.
