民意:地方公共政策制定的缘起和归宿

摘　　要：政策制定是整个政策过程的关键性阶段,政策制定质量的高低关系到政策目标能否顺利实现。在现代民主社会,是否合乎民意无疑是评判公共政策质量的重要指标之一。民意源于人们对整体生活环境和社会经济、政治状况的主观感受,源于自身合法利益实现的诉求表达。在地方公共政策制定中,只有对民意予以积极吸纳和理性应对,并出台政策措施以有效回应与实现民意,政策才能被社会公众所接受、遵从和维护,诸多经济、社会与人自身发展过程中的现实问题才能得以及时解决。因而,民意应该既是地方公共政策的缘起,又是其归宿。Policy- making throughout the policy process is a critical stage, the quality of policy- making related to the successful realization of policy objectives. In a modem democratic society, public opinion is no doubt one of the indicators which can evaluate policies. Public opinion which originated from the people＇s subjective feelings of the living environment and community ,economic or political situation, stems from the realization of the legitimate interests of their own expression of the aspirations. Formulation of public policy at the local ,only by positive absorbed and rational response to public opinion, at the same time, to develop a lot of policy measures that in line with public opinion, policies can be accepted ,abided and protected by the public. Numerous problems such as social, economic and development of human in the course of its own practice can be resolved in a timely manner. Thus, public opinion is the starting point for local public policy, but also its destination.
