摘　　要：目的了解怀化地区乡镇卫生院现状及存在的问题,为合理建设乡镇卫生院提供参考依据。方法以问卷调查方式随机抽查了怀化地区157所卫生院进行调查,采用SPSS16.0进行描述性分析。结果乡镇卫生院的发展很不平衡,77.7%是医院独家举办,机构经营形式为自负盈亏、工资自己解决的占79.0%。医务人员结构不合理,人员类别配置欠佳;严重缺少护士;无学历者占14.79%,本科及以上学历者占5.45%,以中专学历与大专学历者为主;无职称者占14.85%,副高及以上职称占4.03%。卫生院主要需要外科人才(63.7%)和妇科人才(64.3%),最需要强化的技能是应诊技能(43.9%),最需要强化的知识是临床医学专业知识(43.7%)。结论卫生院卫生技术人员配置不合理,学历、职称偏低,应加大政府经费投入,加强卫生人才队伍建设,促进农村卫生事业发展和保障农民健康水平。Objective To understand the current status and the problems of the health clinics in towns and townships in Huaihua, and to provide a basis for building the health clinics in towns and townships reasonably. Methods A question- naire survey was carried through within 1.57 health clinics in towns and townships in Huaihua, and then descriptive statistical analysis was conducted with SPSS16.0 statistical software. Results The development of the health clinics in towns and townships was more unequal, 77.7% of them were conducted exclusively by the hospital, and the proportion of the management style of the institution which was responsible for one＇s own profit and the loss was 79.0%. There was unreasonable in the makeup of the medical staff membership, and lacking of nurses seriously. The proportion of medical workers without special medical educational history was 14.79%, these with bachelor degree or above accounted for 5.45 %, and most of them graduated from secondary specialized schools and junior colleges. 14.8.5% of them had no professional title, and 4.03% of them were associate professors or professors. The health clinics were in need of surgeons （63.7%） and gynaecologist （54.3%）, the skill that needed to be strengthened on the most was that of seeing patients（43.9% ）, and the knowledge that needed to be strengthened on the most was the professional knowledge on clinical medicine（43.7% ）. Conclusions There is unreasonable in the makeup of the medical staff membership in the health clinics in towns and townships, the educational background and the professional title are on the low side, we should increase the government funds, strengthen the team foundation of the medical professionals, promote the development of rural health service, and ensure the health level of the peasa- nts.
