东莞市统筹城乡医疗保障制度的现状与启示

摘　　要：广东省东莞市在2004年完成城乡居民基本医疗保险统筹的基础上,在2008年7月破除城乡人群就业身份界限,打破医保体系孤岛现象,将企业职工和城乡居民统一纳入到社会基本医疗保险,率先在全国实现用一个医保制度覆盖所有人群,达到"人人享有基本医疗保障"的目标。本文介绍了东莞市医疗保险制度建设的经验和做法,为其他地区提供借鉴。A coordinated medical security system in urban and rural areas has been implemented since 2004 in Dongguan city, Guangdong province, and then the boundaries of employment status in urban and rural areas has been broken through in 2008, which brings enterprise workers and urban and rural residents into a unified medical insurance for the first time in China. This then enables the objective of universal coverage for ＂Essential medical security for all＂. This paper recommends experience and methods in Dongguan and offers reference for other areas.
