某艾滋病综合示范区经费流向分析

摘　　要：目的分析某国家艾滋病综合示范区项目经费流向,为全国其他地区及后续的艾滋病防治工作经费使用评价提供有益经验。方法以财务账目为依据,对其进行典型调查。结果该示范区艾滋病防治项目总经费分摊管理成本后,位于前5位的项目分别是公共宣传(48.28%)、多部门合作(27.82%)、防治体系建设(12.73%)、预防性干预(3.84%)和关怀(3.69%)。2004-2007年,该示范区到位经费分别是150000元、360000元、510000元和360000元,年均增长39.88%。在预防性干预项目中,除综合性干预项目外,与吸毒有关的干预项目经费占预防性干预经费的64.67%,与性接触途径干预有关项目经费占预防性干预经费的24.05%。结论该艾滋病示范区项目总经费呈逐年上升趋势,宣传教育为经费投入重点,在预防性干预中重视对吸毒人群干预。Objective To of China comprehensive analyze the fund allocation in one AIDS response project areas and provide evidence for the evaluation of fund allocation in other AIDS prevention projects in other places. Methods Representative investigation was conducted based on finance accounts. Results After sharing management cost in total project fund, the first 5 items with fund allocated were publicizing （48.28 % ）, multi-sectoral cooperation （27.82%）, construction of prevention and control system （12.73%）, preventive interventions （3.84%） and care （3.69%）. From 2004 to 2007, the available fund in this project area was 150000 yuan PMB, 360 000 yuan RMB, 510000 yuan RMB and 360 000 yuan RMB respectively with annual increase of 39.88%. In preventive interventions, the fund allocated to drug use intervention accounted for 64. 67% and the fund allocated to sexual activity intervention accounted for 24.05% besides the fund for comprehensive intervention. Conclusion The total fund in this project area increased year by year, and the fund allocated to publicizing accounted for larger proportion in total fund. The intervention for drug user should be emphasized.
