摘　　要：本文通过探索科技报告体系在科技管理和自主创新中的基础性、战略性和公益性作用,分析了我国建设科技报告体系的重大意义。通过分析我国科技报告体系的发展现状和问题,提出了我国科技报告体系建设的基础框架结构,最后就建设具有中国特色的科技报告体系模式提出了对策性建议。作者认为,应从推进科技报告的公益服务、建立科技报告内部出版发行体系、将科技报告工作纳入科技管理程序并作为科研任务考评依据、形成科技报告的可持续发展机制等方面探索科技报告体系建设的实践模式。By exploring the fundamental, strategic and public benefit roles of the S＆T report system in technology management and independent innovation, the article reveals the great significance to establish the S＆T report system in our country. Then, by analyzing the present status and existing problems in S＆T report management, the article gives the basic frame structure for establishing S＆T repo.＂t system and offers some policy suggestion. In the author＇s opinion, we should push forward the commonweal service of S＆T report, establish a publishing and circulating system for S＆T report, include S＆T report in research management and evaluation system, so that we can set up a sustainable archive management system for national science and technology project.
