摘  要:目的建立中西部城市社区卫生人员培养项目评估指标体系,为开展项目评估奠定基础。方法采用Delphi专家咨询法、专家访谈法,对函询结果进行统计分析,确立评估指标体系。结果两轮函询调查问卷的有效回收率分别为85.71%、88.89%。专家权威程度均在0.8以上。经过两轮的专家咨询,协调系数明显提高。确定的指标体系包括一级指标4项,二级指标13项,三级指标41项,另附附加分指标3项。结论本指标体系的建立紧密结合中西部社区卫生人员培养项目省全科医师岗位培训开展的实际情况和特点,以培训过程、培训产出为关注点,可作为中西部城市社区卫生人员培养项目评估的参考依据。Objective To develop an index system to assess the training program for community health staff in urban areas of Midwest China to provide a basis for assessment. Methods Delphi method and experts' interview were used, and then the results were statistically analyzed so as to build an index system for assessment. Results The retrieval rates of letter consultation in two rounds were 85.71% and 88.89% respectively. The degree of specialist authority was 0. 8 or higher. The coordinative quotient was remarkably increased by two rounds of specialist consultation, and finally 4 first -class indexes, 13 second -class indexes, 41 third - class indexes and 3 additional indexes were established. Conclusion The establishment of the index system is closely associated with actual conditions and features of the training program for eommunity health staff and post training of general practitioners in Midwest China, with its stress being on the training process and result. So it may serves as a reference to as- sess the training program for community health staff in urban areas of Midwest China.
