摘　　要：通过对区域卫生规划的理论基础、现状剖析,探讨区域卫生规划在新医改形势下面临的机遇与挑战,借鉴国际区域卫生规划的经验,试图建构以居民卫生服务需求为导向的高效率、重公平的区域卫生规划政策,为相关部门制定进一步的配套政策和措施提供需要密切关注的关键点,为推动新医改方案下区域卫生规划工作的落实和开展提供依据。By explore the theoretical basis and status about regional health planning,discuss the opportunity and chanllenge of regional health planning under the new health care reform,utilize the experiences from international regional health care planning,try to constract an effient and affair regional health care planning policy which guidance is people＇ s health service demand.Provide the key focus point for related departments to make further policy and measures,also supply the evidence for implementing the regional health planning under new health care reform.
