辽宁省促进农业发展和农民增收的财政政策研究

摘　　要：2004年以来,国家高度重视农业和农村经济发展,连续6a下发一号文件,并制定了一系列支农惠农政策,促进了农业发展和农民增收。辽宁农业取得了可喜的成果,连续5a获得大丰收,但农业基础薄弱的状况未完全改变,制约农民增收的因素还比较多,尤其在当前国际金融危机未见好转、世界经济未完全复苏的情况下,如何制定应对措施以防止粮食生产滑坡和农民收入徘徊,显得尤为重要。通过分析制约辽宁农业发展的不利因素,提出相应的财政政策,促进全省农业稳步发展和农民持续增收。Chinese government attaches great importance to the growth of agriculture and the development of rural economy. For six years No.1 Document has been issued by the central government concerning the development of agriculture and a series of measures has been adopted in favor of the growth of rural economy since 2004. A great achievement has been made in Liaoning＇s agriculture and for five years great harvests have been obtained. But the agricultural foundation is yet to be enhanced and there are many bottlenecks to the increase in farmers＇ income. In particular, facing the present international financial crisis and the inadequate global economic recovery, it is becoming increasingly important to come up with the right collection of measures to prevent the slowdown in grain production and in farmers＇ income. This article makes analysis of the restraints to the agricultural growth in Liaoning province and puts forward counter-measures so as to promote the growth in Liaoning＇s agriculture and in farmers＇ income.
