摘　　要：目的设计一套全新的药事组织管理体系,从权力与职责角度确保医疗机构合理用药,实现药物治疗的健康利益最大化和损害、成本最小化的最终目标。方法分析现行医疗机构药事管理组织体系存在的问题,提出新型医疗机构药事管理组织体系模型和构建方法。结果与结论建立一套新型的医疗机构药事组织管理体系,完善医疗技术服务团队构成,让药师能真正参与到临床药物治疗过程中去,和医师、护师共同为临床用药结果承担责任,形成医师和药师之间相互协同与制约的关系,从而建立合理用药的良性医疗机构药事管理机制,确保临床药物治疗的"安全、有效、经济和适当"。Objective Promote the rational use of drugs in medical institutions,and realize the health of drug therapy to maximize the benefits and harm,cost minimization objectives.Methods Through the analysis of the organizational system of Pharmacy Administration in the existing medical institutions,propose a new type of model and ways of organizational system of Pharmacy Administration in the neotype medical institutions.Results and Conclusions Establish a new organization system of Pharmacy Administration in medical institutions,improve the constitute of technical team for health care services,has the Clinical Pharmacist with genuine technical capacity of Pharmacy truly engaged in the clinical drug therapy,and be liable for the results of clinical medicine with Doctors and Nurses jointly,and radically change the status that the doctors currently administrate the absolute authority of the drugs,and form a benign mechanism of rational drug use for Pharmacy Administration in medical institutions to ensure that the clinical drug treatment be ＂safe,effective,economic and appropriate＂.
