摘　　要：中国不能仅寄希望于通过扩大供给来消除石油安全风险。一种平衡且可持续的石油战略必须确立轻重缓急,权衡各种方案的利弊得失。它既要努力增加石油的有效供给又要为应对潜在的供应中断做好准备,既要确保经济增长活力又要兼顾生态环境的保护,既要通过市场化改革提高能源利用效率又要兼顾公平与社会稳定。China cannot expect to eliminate oil security risks only through expansion of supply. A balanced and sustainable oil strategy must set priorities and consider tradeoffs. It must balance the effort of increasing oil supply and preparation for the eventuality of interruption of supply,fostering economic growth and protecting the ecological environment,improving energy efficiency through reform of marketization and maintaining fairness and long-term stability.
