摘  要:国有林场是我国森林资源的重要储备基地和生态建设的重要载体,但传统的管理体制和经营机制很难适应以生态建设为主的林业发展战略。山东省淄博市原山林场和河北省塞罕坝机械林场两个国有生态公益型林场坚持以营林为基础,探索市场化改革路子,转变经营管理体制,优化内部管理机制,实行以人为本,取得了显著成效。其成功实践证明,国有林场改革必须坚持分类改革,加强林场的社会保障体系建设,引入市场机制,建立适应新型经营管理体制的人事、劳动和工资制度。State-owned forest farm is the key strategic reserve base of forest resource and important support of ecological improvement. In general, traditional state-owned forest farm management system could hardly adapt to forestry development strategy of ecological improvement. Yuanshan forest farm in Zibo city and Sai Hanba forest farm, as forest farm for public benefits, took forest management as basis, stuck to market-oriented reform, trans- ferred management system, improved inner forest farm management system, insist on human-oriented, explored reform road, and achieved remarked effect. The reform fact of two forest farms prove that in the forest farm reform process, the forest classification reform and social secure system be stuck to, new forest farm management system of stock system could be explored, new type of personnel, labor and salary system should be established.
