摘　　要：介绍累积影响概念与主要特征,从评价原则、框架、技术方法等方面,分析了实践过程中累积影响评价(C IA)存在的问题,论述了累积影响评价研究的现状与前景.开展累积影响评价需要一个完整有效的EIA体系,将累积影响评价纳入到战略环境评价(SEA)的体系,可以使开发活动的累积影响在政策、规划、计划及项目的各个层次都得到充分考虑,进而推动环境影响评价实践的进一步深入开展.This paper introduces the concept of the cumulative effects and its main features; analyzes the major problems of CIA in the actual process in terms of evolution principle, framework, and technical methods; and expounds the current situation and prospects of CIA. It is pointed out that a complete and effective system of EIA is needed to carry out CIA, and the Strategic Environmental Assessment （SEA） system will make developing policies, planning, programs and projects of CIA fully considered at all levels, thus to promote CIA to a higher level.
