摘  要:我国电力市场正在从卖方市场向买方市场转变,新形势下基层供电公司的直线职能式组织结构和现有的业务流程都面临着挑战。直线职能式的组织结构与"平行站位"式的业务流程存在诸多弊端,已经不能满足基层电力公司的管理发展需要。依据企业发展战略,构建基于企业核心价值的组织结构和流程体系,不仅可以提高基层供电公司的管理水平,改进服务效率质量,更会改善企业社会形象,实现整个电网的战略发展目标。As China' s electric power market is changing from seller market to buyer market, the linear function organization structure and existing business processes of grass- loots power supply companies are faced with new challenges in the new situations. Linear function type of organizational structure and "parallel stations" type of business process have many drawbacks, which can not meet the management development needs of the grass-roots electric power companies. Based on enterprise development strategies, the construction of the organizational structure and process systems based on the enterprise' s core values, can not only improve the management level of grass-roots power supply company and the quality of service efficiency, hut also improve social corporate images and achieve the strategic development objectives of the entire grid.
