摘　　要：在国际金融危机背景下,农村消费成为我国内需增长的根本途径,而"三农"保险是扩大农村消费的助推器,为农民增收提供保障,解除农民的后顾之忧。但由于三农问题特殊的形成原因、特殊的地位、三农风险和"三农"保险产品特殊的性质等因素决定了"三农"保险的特殊性。其配套政策的制定不应该仅仅由保险行业主导,而应该由政府主导,视为国家三农政策的一项重要内容,作为各级政府发展农村经济的一项配套措施统筹解决。Influenced by international financial crisis, rural consumption has become the fundamental way to expand domestic demand. While insurance of issues of agriculture, farmer and rural area is the booster of the expansion of rural consumption, which could protect the increase of farmers＇ income and solve the further problems. But because of the special reason for the formation and the special status of three issues, the special nature of their risk and insurance products determines the specialty of three issues insurance. So these problems should not be solely solved by insurance industry. The government should consider them as an important part of national policies and an integrated solution to develop rural economy.
