摘　　要：循环经济是资源节约型和环境友好型社会的经济发展模式。基于"脱钩"理论和3R原则,探讨了循环经济发展模式的重要理论因子;从生态效率的角度,结合"脱钩"理论,分析了烟台生态工业园发展循环经济的模式。Circular economy is an economic developing model of the society in resource reducing and friendly environment. The paper discusses the important theory factors of developing circular economy based on the decoupling theory and 3R principle. It explains the mechanism of developing circular economy in Yantai on base of economy growth, resource and environment impact, and clarifies constructing model of circular economy from the view of eco-efficiency and decoupling theory in order to realize park＇s sustainable development.
