摘　　要：企业的自主创新能力和国际竞争力对一个国家的创新能力和竞争力起着决定性的作用,而度量企业创新能力的重要指标是企业的专利行为。通过分析我国近些年来政府对企业的R&D补贴和企业的专利行为,提出了政府在实施战略性自主创新政策时需要考虑的因素以及政府在实施战略性自主创新政策中应采取的政策措施。The independent innovation ability and international competitive ability of the enterprises are crucial to a country＇s innovation ability and competitive ability. The indicator for enterprise＇s innovation ability is the patent activities of the enterprise. Through analyzing the government＇s subsidy to the enterprises and the enterprises＂ patent activities in China, the essay puts forward some influencing factors and measurements that the government should be considered in implementing the strategic independent innovation policy.
