摘　　要：现行生育政策下长期的低生育水平不利于人口的健康发展,生育政策贯彻执行也遇到社会变迁引发的困难。通过调研数据资料分析,从生育水平、生育意愿现状评估和二孩生育政策试点经验等方面论证了实行城乡统一的二孩生育政策的必要和可行。The long-term low fertility rate under the existing family planning policy is not conducive to the healthy development of the population, while the implementation of the policy has also been being faced with difficulties caused by the social changes. The paper hence demonstrates, by analyzing survey data, current fertility rate and childbearing desires, together with the experience in the pilot zones implementing two-child policy, and then it addresses the necessity and feasibility of carrying out a unified two-child policy for both rural and urban areas.
