公益性:国家对民办高校财政扶持之根由

摘　　要：公益性是高等教育的基本属性,也是民办高等教育的基本属性。增强、深化教育的公益性是所有从教育中收益的群体的共同责任。本文在阐释教育的公益性及高等教育公益性的内涵的基础之上,论述了民办高校单方面地解决办学经费,引发了多种问题,不利于民办高校公益性的最大化。强化民办高校的公益性,政府需要发挥主导作用。Public welfare is the basic attribute not only of higher education but also of private higher education. Strengthening and deepening public welfare of education is common responsibility of the group who profit from education. On the basis of analysis of the definition of public welfare of education and the connotation of public welfare of higher education, this paper mainly discusses the various problems caused by private university＇s achieving fund in a single way, which is not suitable for the maximum of public welfare of private university. Government needs to play the leading role in order to realize the public welfare of private university.
