摘 要:铁路决策既是洋务运动时期清政府朝野上下议论的焦点,又是求强、求富宗旨的有机组成部分,还是"商战"策略在政府决策之中的反映。从1874到1887年,清政府历经近14年才做出铁路的决策,到1906年,清政府基本上对各省修筑铁路请求都予以批准,使铁路利国利民的共识得以充分体现。围绕着铁路的修建问题的讨论,朝野上下还引出了海防和边防运兵、富国利民、与列强争利权等现实的主题,客观上反映了中国人在求强求富道路上艰难曲折的历程。The railroad makes policy now that the Westernization Movement period cleans up the focal point that government court above and the masses below - government officials and the people discusses about , is that the demand is strong , seeks organic rich purpose ingredient , still is that "commercial war " tactics is in reporting in government decision -making.
