论法国移民社会问题的政治化--一种政治社会学的视角

摘　　要：法国移民社会问题政治化具体表现为:外国移民的社会政治权利问题逐渐引起人们的关注;外国移民社会问题成为法国社会中下层政治选民关注的焦点和历次议会选举的核心政治议题;外国移民社会问题诱使反移民的法国极右翼政党在法国政坛上异军突起,改变了法国传统政党的群众基础;外国移民社会问题深刻影响着法国的某些社会政策的制定和执行;移民社会问题越来越多的涉及到法国政治舞台上的国籍法、公民资格、选举权利等政治问题。法国移民社会问题政治化的未来前景是:移民问题与法国政治的联系将更加紧密;法国移民社团组织的功能将越来越带有政治化的色彩;外国移民争取平等权利的"新公民资格"运动和以另类的方式反抗法国主流社会的行动,将进一步激化法国政治文化中共和主义和多元主义的内在冲突。The politicization of the social issues about immigrants in France includes the following. First, the com- mon people become more concerned with the social and political rights of the immigrants. Second, the social prob- lems concerning immigration have become the focus of attention for the middle and lower political constituents, as well as the core political issues in all the previous parliamentary elections. Third, the social issues of the immi- grants have resulted in the rapid rise of the right- wing political parties in French politics and changed the mass foundation of the traditional political parties. Fourth, such issues deeply affect the establishment and implementa- tion of some social policies in France. Fifth, the issues get increasingly entangled in such political problems as na- tionality act, citizenship, voting rights, and others. The prospects of the politicization of the social issues about the immigrants in France are ： immigration will be more closely related to French politics ; the immigrants＇associations will play a greater political role in France; the campaign for a ＂new citizenship＂ of equal rights and the movement against the mainstream society in an extreme way will intensify the contradictions between the republicanism and pluralism in French political culture.
