摘　　要：代建制是目前各地正在探索的一种新型建设管理模式,它能有效地实现投资、建设、管理、使用职能四者分离的目标。本文指出了我国政府投资委托代建工程担保中现存的问题,对比分析我国政府投资工程委托代建担保模式与国际通行担保模式的不同,在此基础上对政府投资委托代建工程建立新的担保模式进行了研究,为工程担保在我国的实施提供了一种新思路。The Engineering Project Authorized Management （EPAM） is a brand new and efficient mode, separating investment, construction, management, and use. This article pointed out the the existing guarantee problem in Government Invested Projects, by comparing the difference of the Engineering guarantee model between China and developed countries, On this basis the new guarantee model have been studied in EPAM, providing a new train of thought for the Engineering guarantee implementation in China.
