关于建设黄石两型社会的思路与建议

摘　　要：2007年12月,武汉城市圈申报综合改革试验区得到批准,武汉及周边八个城市成为建设两型社会的先锋。黄石作为八个城市之一,确定建设两型社会的思路是黄石实现战略性发展的第一步,也是关键的一步。本文以黄石目前存在的产业结构问题、产业规划问题等困难为突破点,提出了开源节流的基本思想,强调以合理产业规划,实施产业结构优化和升级为起点,调整产业链,提高产品附加值来实现开源;以加强环境监测与管制,在减少环境污染的同时促进企业变废为宝,注重排放废弃物的再生和再加工来实现节流。本文还从政府作为的角度提出一些比较具体的措施和建议。Wuhan and its surrounding eight cities are pioneers in construction of two types of society and Huangshi is one of them. Thinking of two types of society construction is the first step in achieving its development strategy. The paper puts out the basic idea of incomeng and reducing expenditure, namely, rational industrial planning, optimizing industrial structure, improving product additional quality ,strengthening environment monitoring ,focusing on emissions of reproduction ,and so on.
