专业镇技术创新平台构建模型及运行机制研究——基于“官产学研中金”战略联盟的视角

摘　　要：在分析专业镇技术创新平台和"官产学研中金"战略联盟的概念、"官产学研中金"战略联盟是构建专业镇技术创新平台有效组织载体的机理的基础上,提出"官产学研中金"战略联盟构建专业镇技术创新平台的模型及内在关系,重点指出该战略联盟是通过人才流、资金流、技术流、知识流、物资流、信息流的投入,在领导机制、投入机制、利益机制、信任机制、沟通机制和人才激励机制的共同作用下,以政府主导型、龙头企业主导型和行业协会主导型三种为主要构建模式,推进专业镇技术研发协作平台、科技中介服务平台、科技信息服务平台和科技成果转化平台的建设。最后,进一步探讨了促进"官产学研中金"战略联盟加强合作及发展的运行机制。This article analyze concepts of technology innovation platform in professional town and Government-Industry-University-Research Institute-Intermediary-Financial Institution Strategic Alliance. The trategic alliance is an effective carrier to construct technology innovation platform in professional town. Then it proposes that the model and inherent relationship to construct technology innovation based on the trategic alliance. Highlighted that the strategic alliance through input of the talent flow, capital flow, technology flow, knowledge flow, material flow, information flow input, with interaction of the leadership meehanism, the input mechanism, the benefit mechanism, trust mechanisms, communication mechanisms and human resources incentive mechanism. It uses three main construction modes which are government-led, Leading enterprises-led, industry associationled. And then promote the constructions of R ＆ D collaboration platform, science and technology intermediary service platform, science and technology information service platform, science and technology achievement transformation platform. Finally it further discusses the operational mechanism to promote the strategic alliance to strengthen cooperation and development.
