摘 要:政府与文化产业的关系,就像与任何其它产业经济的结构关系一样,除了设计师与操盘手的角色分置意义外,前者还对后者的生存与发展具有强大的制度支撑作用,其有效途径就是文化产业政策的工具杠杆作用,就是这些政策工具的适配性和功能嵌位。但中国文化产业的当前发展情况是,这种嵌合性关系并未有效建构,政府与文化市场的关系及政府内部的治理结构,都存在严重的体制紊乱,由此导致诸多功能缺位,并给文化产业的跨越式发展带来不可低估的负面效果。The relationship between the government and the cultural industry is like its relation with any other indus- try. Besides the character significance as designer and agent, the former also plays a powerful part to support the latter existence and development. Its effective approach is the lever function of cultural industry policies, i.e. the adaptation and functional fitting - in of such policy tools. But the current situation of Chinese cultural industry is that the fitting- in relationship has not been effectively constructed and there exist serious systematic disorder in the government - culture relation and in the internal regulatory structure of the government, which causes various functional loss and brings about considerable negative effect to the rapid development of the cultural industry.
