摘　　要：旅游活动全球化正在成为一种趋势,我国出境游正处于快速增长期。本文分析了开发利用国际旅游资源的必要性,以及开发利用国际旅游资源、拓展出境市场和国际游客市场的可行性,进而提出了消除认识误区、遵守开发准则、树立两种资源观、政府支持、重视人才等具体实施策略和措施,以促使我国积极参与国际旅游分工与合作,提升国内旅游企业实力,增强我国旅游业的国际竞争力。Globalization of tourism activities becomes a trend and Chinas outbound tourism is in a period of rapid growth. This article analyzes the necessity to develop and utilize international tourism resources and the feasibility of developing international tourism re- sources and expanding markets of outbound tourism and international tourist, then gives some implcmentation strategies and concrete measures such as eliminating misunderstanding, complying with the development guidelines, establishing a correct concept of tourism resources, providing preferential policies and financial by the government and emphasizing on the introduction and cultivation of tourism talents, which will do good to Chinese tourism enterprises participating in the international division and cooperation in tourism industry, promoting strength of domestic tourism enterprises and enhancing the international competitiveness of China tourist industry.
