摘　　要：介绍了CEPA框架下服务贸易自由化的新进展,分析了CEPA框架下服务贸易自由化对内地的福利效应,并认为,为进一步提高CEPA框架下服务贸易自由化对内地的福利效应,应转变思想观念,加大开放力度;简化审批手续,提高政府的行政效率;清除政府对服务行业的行政垄断与行业垄断,打破内部壁垒;在招商引资政策上重点向香港优质的服务业倾斜。This paper introduces the new stage of service trade liberalization under the framework of CEPA. And its effects on the economic welfare of the mainland are analyzed. To enhance these effects requires the following measures ： transforming the old idea, expanding the service trade; simplifying the examination and approval procedure, improving the governmental administration efficiency; eliminating administrative and service monopolization, breaking internal barriers; attracting more powerful Hong Kong services corporations to invest on the mainland.
