论“两型社会”建设中的城市群政府管理体制创新

摘　　要：在资源日趋紧张、环境压力加大的背景下,国家批准了长株潭城市群为全国资源节约型和环境友好型社会建设综合配套改革试验区。城市群政府管理体制还存在行政区经济、行政职能定位不准确、行政机构设置不到位、利益整合机制不规范一些问题不适应"两型社会"建设的新要求,据此我们提出了城市群管理体制创新的路径选择。In view of the mounting tension of resources and environment, China has authorized Chang-Zhu-Tan city groups as national comprehensive reform experimental area of ＂resource-saving and environment-friendly society＂. However, there are still problems existing in the city groups management system, and these problems will pose difficulties in meeting the needs of a ＂resource-saving and environment-friendly society＂. In this paper, the authors put forward a number of new ways of the city groups govemment＇s management innovation.
