环渤海现代农业发展现状、思路与模式研究

摘　　要：环渤海地区是继珠江和长江三角洲之后我国推进的第三个经济高增长区域,其农业与农村经济取得显著成就,但水资源紧缺、耕地减少、农业投入资金不足、区域发展不平衡等不利因素,制约了环渤海现代农业的发展进程。根据"全面提升环渤海地区现代农业发展水平,强化建立区域现代农业发展协调联动机制,因地制宜选择现代发展模式和高度重视环境保护和统筹城乡发展"的发展思路,提出环渤海不同区域现代农业的发展模式:滨海地区外向型农业和现代渔业发展模式;大城市周边都市型现代农业发展模式;平原地区"土地集约型"种植和"生态型"养殖发展模式;丘陵山区绿色农业和观光农业发展模式。Bohai Rim is the third region with high economic growth following the Pearl River Delta and Yangtze River Delta in China and its agricultural and rural economy has made remarkable achievements. While the development process of modern agriculture of Bohai Rim has been constrained by the factors as the shortage of water resources, the reduction of arable land, the inadequate capital of agricultural inputs and the uneven regional development, etc.. Based on such development ideas as ＂upgrading the level of the development of modern agriculture of Bohai Rim fully, strengthening the establishment of regional coordination linkage mechanism of the development of modern agriculture, choosing the appropriate modern development model according to the local conditions and attaching great importance to environmental protection and the urban and rural development,＂ the paper revealed the appropriate development models of modern agriculture in different regions： the development model of export-oriented agriculture and modern fishery in coastal areas, the development model of urban modern agriculture surrounding cities, the development model of ＂land intensive＂ farming and ＂ecological＂ farming in plain areas and the development model of green agriculture and sightseeing agriculture in the hills and mountains.
